In accordance with the decree of the Government of the Russian Federation of October 2, 2002 No. 1387-r, the Ministry of Education of Russia organizes an exposition of scientific and innovative developments of subordinate higher educational institutions and scientific organizations at the III Moscow International Salon of Innovations and Investments, which will be held from 4 to 7 February 2003 on the territory of the All-Russian Exhibition Center. The salon has the status of an official event of the World Intellectual Property Organization and the International Industrial Property Association. The goals of the Salon are to assist inventors, developers and manufacturers of high-tech products in the development of Russian and foreign markets for technologies and high-tech products and the development of mutually beneficial business contacts, to attract the attention of potential investors and customers to competitive developments, to activate entrepreneurial innovation, to identify opportunities for the effective use of intellectual resources, scientific and technological, production, personnel potential of scientific organizations and industrial enterprises.

Decisions about this are made at the highest level. On the agenda is the question of what kind of society our children will live in. Will they be modern people in the full sense of the word: brilliantly educated, independent, self-reliant. Or, our education system will take the form of a mechanism that churns out facelessness and stencil. But talking at the top is one thing, and the usual life of an ordinary school in a village near Moscow is another. However, not ordinary – created on a private initiative, creative, lively, sincerely loved by children. Using her example, we want to show how the local government relates to the most important social institution. In the courtyard of a private school "Form" in the Moscow region Malakhovka in the morning a festive disgrace. Children were running on ice-floes with a slide filled up the day before, playing tag on the skating rink, pulling a rope. Aleksey Yuryevich, a labor teacher, walked with a microphone in the roaring crowd and commented on the holiday … At this time, another disgrace – completely non-holiday – was happening in the fate of the school.
